Unable to Complete Determine Residency on the PA Residency Data Page in PeopleSoft

Overview

This article provides information on causes and possible solutions when attempting to Determine Residency on the PA Residency Data Page in PeopleSoft.

Detail

If encountering issues attempting to process a Residency determination using PA Residency Data page in PeopleSoft (Main Menu > Campus Community > Personal Information > Identification > PA Residency Data), below are some possible issues and corresponding resolution:

  1. ISSUE: After entering the necessary data on the PA Residency Page and clicking the Determine Residency button, all fields are blanked out with no residency determination or Follow Up Condition and Message information.
    1. RESOLUTION: This occurs when Admit Type on the students Application is set to 'TRI' (TransferIn). Admit Type of 'TRI' indicates Internal Transfer and the Residency Determination program has logic to skip Admit Type 'TRI'. Since 'TRI' indicates Internal Transfer, it's assumed that Residency would have already been set for the student. It's most likely that Admit Type TRI was coded by mistake on the Admissions Application. If the Residency Information box in the upper right corner of the PA Residency Info page does not have Residency information such as Effective Term, Residency, Residency Data and Residency Career, then you should go to the appropriate admissions application and change Admit Type to a more appropriate value (Main Menu > Student Admissions > Application Maintenance > Maintain Applications [Application Data tab, Admit Type field]). This should then enable you to process a Residency determination on the PA Residency Data page if necessary.
  2. ISSUE: After entering the necessary data on the PA Residency Page and clicking the Determine Residency button, Follow Up Condition and Message display 096 - Birthdate and Address required, must update student's birthdate/address then determine residency.
    1. RESOLUTION: This could occur if the students birthdate is missing, or the student does not have a HOME Address Type. The PA Residency process requires the student to have a birthdate and HOME Address Type, and will not evaluate other Address Types, such as MAIL or PAYROLL for example.  If the student's Birthdate is missing, the Birthdate should be added. If a HOME Address Type is missing, a Home Address Type should be added (Main Menu > Campus Community > Personal Information > Add/Update a Person [Biographical Details and Addresses tabs] or Main Menu > Student Admissions > Application Maintenance > Maintain Applications [Biographical Details and Addresses tabs]. This should then enable you to process a Residency determination on the PA Residency Data page.
  3. ISSUE: After entering the necessary data on the PA Residency Page and clicking the Determine Residency button, Follow Up Condition and Message display 097 - Citizenship is required to determine residency. Must update citizenship then determine residency.
    1. RESOLUTION: Citizenship Status for Country USA is missing. Students who are not citizen of the USA need to have two citizenship records; one for the country they are a citizen of and another for their citizenship status in the USA. The residency determination process requires a citizenship record for Country USA. Add the missing USA Citizenship Status (Main Menu > Campus Community > Personal Information > Add/Update a Person [Biographical Details tab, Citizenship link in the lower right] or Main Menu > Student Admissions > Application Maintenance > Maintain Applications [Biographical Details tab, Citizenship link in the lower right]. This should then enable you to process a Residency determination on the PA Residency Data page.
  4. ISSUE: You believe the Residency Determination is incorrect, i.e. should be R (Resident) and set to NR (Non-Resident) or vice versa.
    1. RESOLUTION: Contact the University of Pittsburgh Ombudsman
